Meeting Minutes for April 23, 2019
The regularly scheduled meeting was convened at 6:35 pm by Barbara Quattro in the Alief Community
Center. It is located at the corner of Bellaire Boulevard and Kirkwood Street. Board members present
were Ms. Quattro, Chairperson, Noreen Smith, Vice Chair and Douglas Smith, Treasurer. Motion made
and carried to accept the March meeting minutes.
Guests; Captain Faulhaber, Westside Command Center, Cheryl Blissitte, HCA West Houston Medical
Center volunteer recruiter.
Alief Houston Police Department Report: Westside Command Center crime statistics for the Alief area
were presented by Captain Faulhaber. The full report will be put out with the minutes for the
community. We are doing well in this area with a decrease in crime at 70.9% YTD. The past month has
Non-Violent crime down 24.1% and Violent crime down 46.8%. Breakdown on crime locations or
incidences is Commercial 51%, Apartment 25% and Residential 24%. Discussed area murder at car
wash which is still in early investigation stage but began in a club where people involved met and
decided to meet up later at the car wash. Then unclear at this point as to what happened but are in
process of securing evidence from security cameras.
Resident thanked HPD for helping to close down a residence being used for meetings of large groups of
people who came and went all hours of the evening and night. It was noisy, cars parked in places at
other homes and on lawns. It may have been various things as was a rental home but at last HPD visit
was an illegal fish restaurant which are apparently popular in this area as come and go.
HCA West Houston Volunteer Request: Cheryl Blissitte spoke on the need for community support as
volunteers in many areas of the hospital. Volunteers are needed in the ICU, Day Surgery, Outpatient
Rehab, Laboratory and Labor & Delivery areas. The hospital asks for a minimum time commitment of
four hours per week. The hospital is very grateful to the volunteers and one of their slogans is “We love
our Volunteers”.
Program Speakers: Sergeants Griffin and Valderez from the Auto Detailers and Towing Division of HPD
spoke on their work in Houston and specifically on the southwest side of the city. The primary
objective of the Auto Dealers Detail is to regulate, inspect, and license automotive businesses and
salespersons, oversee the towing and storage industry, dispose of vehicles abandoned in storage
facilities, and to administer agreements with storage lots and towing companies that service the police
department. Another goal of the unit is to ensure that the automotive industry complies with the many

laws that govern their operations and to ensure consumer protection. They oversee car dealers, parts
stores as well as towing trucks and the tow companies. It was stated that the greatest number of
these type auto businesses are primarily located on the Southwest side of the city. All of these
businesses need to have a license from the city to operate. The audience had lots of questions on area
issues with vehicles in their neighborhoods. There is often little which the officer can do for you as due
to the way many of the laws are written and a number of the issues requires a legislative change.
Citizens should be become involved in the state bill processes and insist on giving their input to
representatives.
Report parking issues to the 311 line or the HPD non-emergency number of (713) 884-3131 to request
non-emergency police service for locations within the city limits of Houston. It was an educating talk
with audience participation and rewards of candy bars for correct answers. This was a great event to
attend as so many take a ways but foremost was “do not sign any towing forms” without reading them
as will be a stressful situation and could cost you lots of money if you get one of the minority of
dishonest tow drivers. Also, the most dangerous place to be broken down is on one of Houston’s
freeway. Take advantage of Houston Tow and Go program to get you off of the freeway to the nearest
safe spot like a gas station or fast food parking lot. It is free in this instance and safer than staying on
